HB 2836       RELATING TO CONVEYANCE TAX.
HSCR 466-00   Broadens the use of the natural area reserve fund by including
           watershed management projects. (WLU,FIN)

HB 2575       RELATING TO DISPOSITION OF WATER RIGHTS.
HSCR 453-00   Authorizes the disposition of water rights by direct negotiation,
           in addition to public auction, and authorizes the Board of Land
           and Natural Resources to extend month-to-month water permits for
           additional one-year periods. (WLU,FIN)

HB 2576       RELATING TO THE WATER RESOURCE MANAGEMENT FUND.
HSCR 465-00   Establishes a water resource management fund within the Department
           of Land and Natural Resources. (WLU,FIN)

HB 2574       RELATING TO THE SPECIAL LAND AND DEVELOPMENT FUND.
HSCR 173-00   Deposits moneys generated by the disposition of mineral and water
           rights into the special land and development fund; authorizes the
           use of the special land and development fund for activities
           undertaken by the commission on water resource management.

HB 3024 HD1   RELATING TO REVOCABLE PERMITS FOR STATE AGRICULTURAL LEASES.
HSCR 401-00   Authorizes the department of land and natural resources to
           negotiate long-term leases under specific terms, conditions, and
           restrictions with certain permittees of agricultural land.

HB 2570       RELATING TO THE BOATING SPECIAL FUND.
HSCR 46-00    Clarifies that the assessment from the boating special fund due to
           the general fund for central services expenses shall be limited to
           five per cent of revenues net of debt service. (OMR,FIN)

HB 2569       RELATING TO THE COMMERCIAL FISHERIES SPECIAL FUND.
HSCR 45-00    Converts the designation of the commercial fisheries special fund
           from temporary to permanent duration to ensure continued support
           and funding for commercial fisheries programs and activities.

HB 3001 HD1   RELATING TO NONCOMMERCIAL PIERS.
HSCR 266-00   Allows the BLNR to lease, by direct negotiation and without
           recourse to public auction, state submerged lands or lands beneath
           tidal waters for private residential noncommercial piers.  Allows
           the BLNR to lease these lands for noncommercial piers without the
           prior approval of the governor and the prior authorization of the
           legislature.  Repeals provisions on June 30, 2005. (OMR,FIN)

HB 2571 HD1   RELATING TO STATE BOATING FACILITIES.
HSCR 265-00   Clarifies that leases issued for small boat harbors and other
           boating facility properties may include uses other than maritime
           related activities. Allows limited commercial use activities
           within Ala Wai and Keehi small boat harbors. (OMR,FIN)

HB 1949 HD2 PROPOSED    RELATING TO AQUATIC ORGANISMS.
                     PROPOSED HD2:  The proposed draft implements certain
                     recommendations of the alien aquatic organism task
                     force: (1) Designates the Department of Land and Natural
                     Resources (DLNR), as the lead agency to prevent the
                     introduction of alien aquatic organisms into Hawaii's
                     environment; (2) Authorizes DLNR to draft rules and
                     guidelines to address the problem; and (3) Allows the
                     Governor to enter into agreements with the Secretary of
                     Transportation to address the problem. (OMR,FIN)
